Construction Update — Yellow Section 10/29/25

Construction Update from RCOC

*** Updated dates shown in red ***

***** All planned timing is weather permitting *****

Remainder of this week

  • Cadillac will complete the first course of asphalt paving on the remaining Indian Mound roads on Thursday 10/30 Saturday 11/1. Paving will begin on Indian Mound West, where the paver left off Tuesday. Roads being paved will be completely closed to all traffic and parking; residents will not have access to their driveways — in or out - until the asphalt is cooled sufficiently and the road reopened. See additional information on paving HERE and HERE, and parking suggestions below.

  • Springline will continue grading Glengarry Circle East and Glengarry in preparation for paving on Saturday 11/1 Monday 11/3. These roads will be paved south to north, starting at the south end of Glengarry. Asphalt trucks will back in from Quarton to supply the pavers. The roads will be completely closed to all traffic and parking, with no driveway access - in or out.

  • Springline will move to Sandringham and the cul-de-sacs once grading on Glengarry is complete. This work will continue into next week.

  • Doan will pour concrete curbs around the islands in the cul-de-sacs on Thursday 10/30.

  • On Saturday 11/1 Monday 11/3, Springline will close 6 intersections to prepare “M-openings” for concrete. Doan will pour concrete on Monday 11/3 Tuesday 11/4. M-openings are concrete gutters that run across the street, usually at an intersection, to ensure water continues to flow toward catch basins. The intersections will be closed for a total of 5-7 days and will reopen once concrete cures. See below for specific intersections.

  • Mike’s Landscaping will continue with restoration work — sprinkler repairs, topsoil and sod — for construction damaged areas. See comments below on sprinkler winterization.

Next week

  • On Monday 11/3 Tuesday 11/4, Doan will pour concrete in the 6 prepared M-openings.

  • Springline will finalize grading on Sandringham and the cul-de-sacs in preparation for paving on Thursday 11/6 as early as Tuesday 11/4. Cadillac will post front door notices about 48 hours prior to paving.

  • Cadillac will pour asphalt driveways where roads have been paved (Indian Mound area, Glengarry Circle East/Glengarry on Tuesday 11/4 and Wednesday 11/5, Thursday 11/6, Sandringham and cul-de-sacs on Friday 11/7). Cadillac will install two layers of asphalt in each driveway (both layers should be poured the same day). Residents will not have driveway access on the paving days until the asphalt cools sufficiently. The paving equipment and asphalt trucks will need the full width of the road to navigate. Residents will need to park outside of the construction zone if they need their vehicles on the day driveways are installed. See suggestions below.

  • On Thursday 11/6 Friday 11/7, Springline will prep M-openings in 6 additional locations; Doan will pour concrete on Friday 11/7 Saturday 11/8. See discussion below.

  • Mike’s Landscaping will continue with restoration work — sprinkler repairs, topsoil and sod — for construction damaged areas. See comments below on sprinkler winterization.

Week of November 10

  • Cadillac will lay the second and final course of asphalt on all Yellow section roads. This work is currently planned for Monday 11/10, Tuesday 11/11 and Wednesday 11/12 and Saturday 11/15. More detail on the sequencing and timing for each street will be provided next week.

  • On Thursday 11/13 The week of November 17 (after final paving), Fort Wayne is scheduled to adjust structures (manholes) in the roadways. Cadillac will have paved over the previously lowered structures. Fort Wayne will remove the asphalt, raise the structures to the level of the new pavement and install a concrete collar around the structure cover. A new lining will then be sprayed into the structure. This work will move from structure to structure throughout the Yellow section. The contractors may block streets temporarily, depending on the location of the structure in the roadway. Traffic will need to detour around the work (giving residents the opportunity to explore more of the newly-paved roads!) Structure adjustments and lining will take several days to complete.

  • Mike’s Landscaping will continue with restoration work — sprinkler repairs, topsoil and sod — for construction damaged areas. See comments below on sprinkler winterization.

Grading access and parking limitations

During grading for the remainder of this week and next week, the road will be open to traffic, although there may be temporary blockages and delays as the contractors move stone and equipment around. There can be no street parking during grading. Driveway parking is the best option; leave early and allow extra time in case there are delays. Residents concerned about delays might opt to park outside of the construction zone (options include Glengarry Circle West, Ardmoor, Glengarry south of the Circle).

Access and parking limitations during paving

Roads being paved will be completely closed to all traffic and parking; residents will not have access to their driveways — in or out - until the asphalt is cooled sufficiently and the road reopened. Parking alternatives:

Indian Mound paving on 10/30 11/1 — The west entrance to Indian Mound will be open. Parking options include Indian Mound South or Indian Mound West (allow significant distance between your vehicle and where the paver left off), Glengarry south of the Circle, Amberly, Kent Ridge, Dorstone and Covington School.

Glengarry Circle/Glengarry paving on 11/1 Monday 11/3 — Options include parking on Glengarry Circle West, Glengarry south of the Circle, Amberly, Covington School or Ardmoor. Do not park on Sandringham as Springline will be grading on the paving day.

Sandringham and cul-de-sacs on Thursday 11/6 Tuesday 11/4- Options include Glengarry, Glengarry Circle West and Ardmoor.

Parking suggestions for the second course of paving will be provided next week.

Parking when asphalt drives are installed

When Cadillac is pouring asphalt drives next week, impacted residents will need to park elsewhere if they need access to their vehicles. Options:

Indian Mound area — Indian Mound South (area not in the Village), Glengarry south of the Circle, Amberly, Dorstone, Kent Ridge, and Covington School are options. Please do not park on the street in the Indian Mound area as the paving equipment will not be able to navigate around your vehicle.

Glengarry, Glengarry Circle East — Options include parking on Glengarry Circle West, Glengarry south of the Circle, Amberly, Covington School or Ardmoor. Do not park on Sandringham unless it is already paved as Springline will be grading on the driveway paving day.

Sandringham and cul-de-sacs — Option include Glengarry, Glengarry Circle West and Ardmoor. Do not park in the street as the equipment will not be able to navigate around your vehicle.

M-openings

It takes two construction days to install M-openings — one day to prep, and one day to pour concrete. The intersections will remain closed for an additional 3-4 days for the concrete to cure. Springline will place barricades across the intersections to designate they are closed. Please do not remove the barricades and drive over the concrete. This could cause damage or failure of the concrete. Cadillac will not be obligated to repair/replace concrete damaged by traffic in these instances. It’s been a long summer of construction - it would be a shame to end up damaging the product before the project is even finished.

Group 1 openings: Springline will close these intersections on Saturday 11/1 Monday 11/3 to prepare them; Doan will pour concrete Monday 11/3 Tuesday 11/4. The intersections should reopen by the end of the week.

  • Indian Mound South at Indian Mound Road (near west entrance)

  • Indian Mound South island

  • Indian Mound Road at Indian Mound West

  • Indian Mound West island

  • Indian Mound East island

  • Indian Mound Trail at Indian Mound Road

Group 2 openings: Springline will close these intersections on Thursday 11/6 Friday 11/7 to prepare them; Doan will pour concrete 11/7 Saturday 11/8.

  • Indian Mound Road at Glengarry Circle East

  • Indian Mound Trail at Indian Mound East

  • Glengarry Circle East at N. Glengarry (south intersection)

  • Hemsworth at Sandringham

  • Aberdovey at Sandringham

  • Courtleigh at Sandringham.

When the cul-de-sac M-openings are installed, the cul-de-sac will not be accessible for several 5-6 days until the concrete is cured. Residents will need to park on Sandringham until the barricades are removed.

Sprinkler winterization

If your sod is installed and sprinklers have been repaired, go ahead and have sprinklers winterized. Where this restoration work has not been completed, try to delay winterization as long as possible. Mike’s will try to get to all sprinkler repairs this fall, but will be back in the spring to complete repairs on anything they missed. Have your contractor flag any needed repairs when noted in winterization and report them to Wayne Dabrowski at wdabrowski@rcoc.org.

Garbage pick-up

Place garbage/recycling out on Thursday night/Friday morning as you would normally. If your street is scheduled for milling or grading, place the cans behind the curb where they will not impede milling or grading equipment - Priority can still pick them up. The contractors will have to work with Priority to allow garbage/recycling trucks to get through. If your pick-up is missed, call Priority directly. 855-927-8365 or 586-228-1200.

Contacts during construction
Questions or concerns arising during construction should be addressed to Wayne Dabrowski, Project Engineer for RCOC, with a copy to Mark Meszler, Bloomfield Township representative for the project.
