Construction Update from RCOC

Reminder of this week
Allied will finish prepping the second sides of Phase 1 streets (Amberly, Endsleigh, Covington Place, Glengarry) for curbs.
Curb installation on the second sides of Phase 1 streets is planned on Thursday 7/23 and Friday 7/24. Residents should plan to be out of their driveways up to 2 weeks when this concrete work takes place. Allied will place notices on the front doors of impacted residents, indicating the date on which curb work will begin. Remove all vehicles you will need from the garage/driveway and park on a different street prior to 6:30 am on the date shown on the notice, to avoid getting blocked in for the two weeks. Week of July 27
Goretski’s will finish pouring driveways on the second sides of Phase 1 streets on Tuesday and Wednesday 7/28 and 7/29 (note change in timing from last week’s blog).
Allied will backfill behind the newly poured curbs in Phase 1.
Allied will strip sod/topsoil between the street and sidewalk on the second sides of Phase 2 streets (Tuckahoe, Sunnydale, Hupp Cross, Morningview, Drury and Overhill); they will then begin curb and driveway approach removals, likely toward the end of the week. When driveway approaches are removed, Allied will place temporary stone to allow driveway access for the next few weeks. There may be a delay of several hours between the removal and placement of temporary stone. Residents on a tight schedule when this operation is on their street will want to park outside of the construction zone, or arrange with a neighbor across the street to park in their driveway. Please don’t park on any street where there is active construction.
Don’s will begin restoration work (topsoil and sod) behind the new curbs in Phase 1 once concrete on the second sides of the streets is completed and driveway access has been restored. Restoration in Phase 1 will likely start around August 1.
Week of August 3
Allied will continue with removals on the second sides of Phase 2 streets, then install edge drain.
Don’s will continue restoration work behind the new curbs on both sides of Phase 1 streets. Don’s sprinkler crew will follow Allied’s removal work in Phase 2 to repair/reset sprinklers as needed.
Parking alternatives during curbing
As indicated above, residents will not have driveway access during the curbing process. Suggested daytime parking alternatives for Phase 1 streets:
Arrange with a neighbor across the street to park in their driveway while you don’t have access to yours.
Park on streets that have already been repaved — Glengarry north of the Circle or on Glengarry Circle. These streets may be good options for residents the western parts of Amberly, Covington Place and Endsleigh.
Park on Glengarry south of Bradway or on Bradway.
Residents on the eastern ends of Amberly, Covington Place and Endsleigh may want to consider Oak, Yarmouth, or Kent Ridge Court as alternatives.
Please don’t park on any street where there is active construction. Your parked car impedes traffic and slows down the construction progress.
Looking ahead
Curb and driveway approach installation on the second sides of Phase 2 streets will likely begin in mid-August.
Phase 1 and 2 paving
Allied’s current plan is to pave Phase 1 and 2 streets before they start construction on Bradway. Prior to paving, Allied will be milling remaining pavement off the roads, and grading/refurbishing the sub-base to prepare for new asphalt. Allied anticipates that milling and grading will begin in Phase 1 around the week of August 24, with paving in Phase 1 sometime the week of August 31. Timing on paving will be dependent on the condition of the sub-grades exposed when the existing asphalt is removed, but will generally be done within 2 week of milling.
While Phase 1 is being paved, Allied will move to Phase 2 for milling and grading.
Street closures during paving: On the day a street is paved, it will be completely closed to all traffic. Residents will not have access to their driveways — in or out — on the paving day. Once the asphalt is sufficiently cooled, Allied will re-open the street to traffic, usually by the end of the day.
Allied will pave the streets in two layers, termed “lifts”. There can be several weeks between the first and second lifts on a given street, depending on how Allied schedules the work. Traffic can safely drive on the first lift for the period between the two paving days.
Construction on Bradway
Allied currently anticipates construction on Bradway will begin after Labor Day. During Bradway construction, Allied plans to block off intersections with cross-streets, and limit thru-traffic on Bradway. These actions will require Village residents to detour around the closed intersections. In addition, the Road Commission will coordinate with Birmingham Public Schools to adjust bus routes and bus stops to avoid Bradway. More information will be provided as we get closer to the time this work begins.
Reminders
Please don’t park on either side of any street where there is active construction. Park in driveways or on a different street.
For your safety and the safety of the construction crew, PLEASE SLOW DOWN in the construction zones. Remind young drivers in your household to do so as well. We have had some near misses with drivers traveling far too fast on streets with active construction, often with cell phones in their hands.
