Green Section Pre-Construction Information
With Bloomfield Township’s final approval of the Green section SAD, the project will be moving forward this summer. This blog post provides details on the construction team and pre-construction steps residents can expect to see.
Construction project team
The Road Commission of Oakland County has overall responsibility for the Green section projects; Wayne Dabrowski of RCOC is the Project Engineer and will lead the RCOC team. Residents can contact Wayne directly at wdabrowski@rcoc.org. RCOC will have a team of inspectors on site throughout the project; the inspectors will be testing materials, measuring quantities and ensuring that all work is being performed to the specifications set forth in the construction plans.
Allied Construction is the primary contractor for the Green section. In that role, they are responsible to complete the projects in accordance with the specifications set forth by the Road Commission. Allied crews will be performing much of the work, with various sub-contractors responsible for other specific areas.
Excavation, underdrain installation, structure adjustments — Allied
Concrete work (curbs, sidewalks, driveways) — Goretski Construction
Milling, grading, paving — Allied
Landscape restoration, including sprinklers — Don’s Restoration
Structure lining — ART
Pipe lining — DVM
Bloomfield Township will provide the financing for the project with proceeds of a bond offering; the bonds will be repaid over the 15-year life of the SAD with the road special assessment collections from Village residents. The Township has hired Mark Meszler, formerly of the Road Commission, will have oversight of the project on behalf of the residents. Email Mark at mmeszler@roadrehab.solutions.
Bloomfield Village will be communicating directly with residents through our email list and the Roads website, with construction updates and other information. Green section residents should plan to frequently check the Blog posts on the Roads website — that will be the primary place for updates. We will link to the Blog posts from emails we send; the Blog posts will have more information than we can include in an email - make sure to click through from the email to get all the details.
Pre-Construction Activities
Over the next week or two, Allied will mobilize for the project. This will include:
Placing signage throughout the construction zones, to meet the various legal signage requirements. Signage will be placed in the right of way, which is owned by the Road Commission. As a rule of thumb, the right of way is between the street and the sidewalk, but can extend further into front yard. Where there is no sidewalk, the right of way will extend into front yards, sometimes 5-7 feet or more. In some cases, the signs will be positioned but laying down in the grass until they are needed. Regardless of whether signs are laying down or upright, please don’t move them. If your lawn crew moves them aside for mowing, they are responsible to put them back. The signs have metal bases that can be a trip hazard if they extend onto the sidewalk or into the street. Please help keep the construction site safe by keeping the signs where they belong.
Placing soil erosion bags on catch basins and manholes. These are required by law to keep dirt and debris from entering the storm and sanitary sewers. The bags look like black fabric, and extend down into the catch basin/manhole. Water can flow through the bags, but more slowly than it normally would. This means that, if there is a heavy rain,water will pond in the street. This is expected, and is far preferable to debris causing sewer back-ups in our basements. Allied will be responsible for swapping out soil erosion bags that become full during the project.
Placing porta-potties in the construction zones. These are required by law for the construction crews. Allied will determine placement of the porta-potties and some (unlucky) residents will end up with one in front of their homes. We don’t get to weigh in on porta-potty locations. Unfortunately, we cannot control whether lawn crews or other contractors make use of these facilities.
Placing survey stakes throughout the construction zones. The stakes mark the right of way, curb locations, etc. Please leave the stakes in place throughout the project.
