Green Section Bidding Results
On March 31, 2026, the Road Commission completed public bidding for the Green section project, using their normal bidding process through BidExpress, a national portal. The bidding process was open to all contractors. Three contractors submitted bids for the work; Allied Construction submitted the lowest qualified bid, and thus was awarded the project. The per-lot assessment for the Green section is significantly lower than the estimate in the petition:

The lower per-lot assessment for the Green section reflects 3 factors:
Allied’s bid was significantly less than the estimated construction cost included in the Green section petition.
The final Green section assessment will include a smaller contingency reserve than in prior projects, reflecting construction experience in the first four sections. The contingency reserve in the final assessment is set at 1.8% of Allied’s bid for construction costs; the contingency reserve included in the petition was at 8% of estimated construction costs.
The $500,000 additional Road Commission contribution to the project (funded from NEW state dollars for 2026 construction), as announced in December 2025, will reduce the final Green section assessment from the petition amount by about $2,500 per lot.
Next steps
The Township Board will vote on the final assessment at the second public hearing scheduled for April 27, 2026. Green section property owners will receive a letter from Bloomfield Township informing them of the scheduled public hearing.
At the public hearing, the Township Board will hear public comment on the Green section SAD, after which the Trustees will vote on whether to approve the SAD and set the final assessment. If the Board approves the Green section SAD, the Road Commission will sign final contracts with Allied. Project mobilization and pre-construction work should begin closely thereafter, likely in early- to mid-May.
How do I pay the assessment?
If the final Green section assessment is approved, impacted residents will have the option to either pay the full assessment up front, or pay over 15 years, with interest. The interest rate will be the rate on the bonds to be sold by Bloomfield Township to fund the project, plus 1%. For comparison purposes, the interest rates on assessment in the other 4 sections are between 4.6% and 4.7%. Soon after final approval of the Green section SAD, impacted property owners will receive a letter from Bloomfield Township providing information on the payment options.
