Construction Update from RCOC

Reminder of this week
Allied will complete edge drain installation on the second sides of Phase 2 streets (Tuckahoe, Sunnydale, Hupp Cross, Morningview, Drury and Overhill), then move to filling the trenches and preparing them to receive curbs.
Don’s Restoration has been delayed and will not begin restoration work behind the new curbs in Phase 1 (Glengarry, Amberly, Endsleigh, Covington Place) until the first layer of asphalt paving has been placed. We have asked that they soon spray the weeds that have taken root in some of the construction-damaged areas. In the meantime, if your sprinklers need repairs, email Wayne Dabrowski and Mark Meszler at the addresses below.
Week of August 17
Curb and driveway approach installation on the second sides of Phase 2 streets is currently planned for Tuesday 8/18 and Wednesday 8/19 (curbs) and Thursday 8/21 (driveways). Residents in these areas should plan to be out of their driveways for about 2 weeks when curbs are installed. Allied will place front door notices about 48 hours prior to removal of the temporary driveway approaches to prepare for curbs. Residents will need to ensure their vehicles are removed from the garage/driveway and parked elsewhere by 6:30 am on the date indicated in the notice, to avoid being blocked in for the 2 weeks. On Thursday 8/20, Allied plans to begin asphalt removal (milling) in Phase 1. Milling is scheduled for about 3 days, 8/20-8/22. While streets will technically be open to traffic during milling, residents are advised to park elsewhere during the workday as driveway approaches and the streets may be blocked and delays may by lengthy. Allied has not yet provided us with the order in which Phase 1 streets will be milled, which should help residents determine what day they will be most impacted by this work. We hope to have this information on Monday 8/17 and will post it on the blog as soon as we have it. Importantly, there can be no street parking during milling operations. Vehicles parked in the street may be subject to towing. Allied will provide golf carts to shuttle residents between their homes and their vehicles. See further discussion below.
Week of August 24
Allied will backfill behind the new curbs on the second sides of Phase 2 streets. This will likely be done early in the week.
In Phase 1, Allied will begin grading the sub-grades exposed after asphalt has been removed. Grading will take a number of days, depending on the condition of the sub-grades. There can be no street parking during grading operations; vehicles parked in the street may be subject to towing. See further information about the grading operation below.
Milling, grading and paving
Milling
During milling, the mill and an accompanying gravel hauler will move slowly down the street as the mill removes existing asphalt, loading it into the gravel hauler. This operation is loud and dusty. The mill operator and the driver of the gravel hauler communicate with each other using their horns to indicate when to move. The horn honking can be irritating but cannot be avoided.
Once the existing asphalt is milled from a street, the sub-grade will be lower than the curb and lower than streets that have not be milled. Allied will provide temporary stone ramps to bridge the drops and maintain driveway access. Please be advised that low-profile vehicles, including some sports cars, may have difficulty navigating the drops, even with the stone ramps.
Streets will generally be open to traffic during the milling but there will be temporary blockages and drivers may encounter lengthy delays. Residents are advised to park elsewhere (outside of the construction zone) while their streets are being milled. Do not park on any street being milled; vehicles in the street are subject to towing. Advise all drivers in your household, as well as contractors, care givers, landscapers etc. of the parking limitations and the probability of delay during milling. Try to avoid scheduling contractors and deliveries during the milling operations if at all possible. Parking suggestions are provided below.
Allied will provide golf carts to transport residents to/from their vehicles parked elsewhere during milling. To arrange transport, call 248-638-3190, give your location and destination. The cart driver will shuttle you to/from your vehicle.
Grading
Once the asphalt is removed, the sub-grades will be graded to prepare for paving. Allied will remove damaged sub-grades, and add extra stone as needed. The sub-grade will then be compacted and shaped. Streets will be open to traffic during grading but there can be no street parking. This work involves multiple pieces of heavy equipment and will sometimes block streets; delays could be lengthy. Residents are advised to park outside of the construction zone during grading to avoid delays. Parking suggestions are provided below.
Paving
Allied’s current plan is to pave Phase 1 and 2 streets before they start construction on Bradway. Timing on paving will be dependent on the condition of the sub-grades but will generally be done within 2 weeks of milling. While Phase 1 is being paved, Allied will move to Phase 2 for milling and grading.
On the day a street is paved, it will be completely closed to all traffic. Residents on that street will not have access to their driveways — in or out — on the paving day. Once the asphalt is sufficiently cooled, Allied will re-open the street to traffic, usually by the end of the day.
Allied will pave the streets in two layers, termed “lifts”. There will likely be several weeks between the first and second lifts on a given street. Traffic can safely drive on the first lift for the period between the two paving days.
Construction on Bradway
Allied currently anticipates construction on Bradway will begin after Labor Day. During Bradway construction, Allied plans to block off intersections with cross-streets, and limit thru-traffic on Bradway. These actions will require Village residents to detour around the closed intersections.
The Road Commission has advised Birmingham Public Schools Transportation Dept. of the on-going construction work and provided maps of the areas impacted. This discussion included a request to ensure that school children will NOT need to cross Bradway to get to their bus stops while Bradway is under construction. BPS is responsible for adjusting bus routes/bus stops to avoid Bradway, and will contact residents directly regarding bus stop locations.
Parking alternatives during curbing, milling and grading
Phase 2 curbing
Residents will not have access to their driveways for around 2 weeks when curbs are installed in front of their lots. Suggested parking alternatives:
Arrange with a neighbor across the street to park in their driveway.
For Overhill, Morningview and Drury — park on Morningview east of Overhill, on Clifton, on Overhill north of Bradway or on Bradway.
For Hupp Cross, Tuckahoe and Sunnydale — park on Bradway or Tuckhoe/Hupp Cross north of Bradway.
Please do not park on any street where there is active construction.
Phase 1 milling and grading
Suggested parking alternatives for Phase 1 streets during milling and grading:
Park on streets outside of the Green section, such as Glengarry Road north of the Circle or Glengarry Circle. These streets may be good options for residents the western parts of Amberly, Covington Place and Endsleigh.
Park on Glengarry south of Bradway or on Bradway.
Residents on the eastern ends of Amberly, Covington Place and Endsleigh may want to consider Oak, Yarmouth, or Kent Ridge Court as alternatives.
Reminders
Please don’t park on either side of any street where there is active construction. Park in driveways or on a different street.
For your safety and the safety of the construction crew, PLEASE SLOW DOWN in the construction zones. Remind young drivers in your household to do so as well. We have had some near misses with drivers traveling far too fast on streets with active construction, often with cell phones in their hands.
